Board Recap: November 11 Board Work Session

Honoring Our Veterans
The Work Session opened with the Board of School Trustees recognizing and honoring the veterans present in the room, including WCS Board Member Brad Johnson and Transportation Director Mark Fick, for their service to our country. The Board expressed gratitude to all veterans within the WCS community and commended the many Veterans Day programs and events taking place throughout the district yesterday and today.
Collective Bargaining Agreement
Superintendent Dr. David Hoffert provided a summary of the collective bargaining negotiation process with the Warsaw Community Education Association (WCEA). He acknowledged the collaborative spirit that guided the conversations and expressed appreciation for the WCEA’s commitment to the process.
Warsaw Community Schools (WCS) and WCEA officially announced the ratification of a two-year certified teaching contract for the 2025–2026 and 2026–2027 school years. The Board of Trustees unanimously approved the agreement.
Contract Highlights Include:
- Base Salary Increases: $2,000 in 2025–26 and $1,200 in 2026–27, totaling a $3,200 increase
- Other Adjustments: $500 increase for certified staff with 10–28 years of experience (2025–26)
- Literacy Endorsement Incentive: $500 one-time base increase
- Master’s Degree Incentive: Continuation of the $3,000 one-time base increase
- Extracurricular Schedule Updates: Additions/changes in Speech, Boys Volleyball, and Girls Wrestling
- Starting Salary: $49,000 in 2025–26 and $50,000 in 2026–27
Chief Financial Officer Steven Boyer also presented a compensation proposal supporting classified and administrative staff:
Classified Staff:

3% base increase effective January 1, 2026 with an additional 3% base increase effective January 2027

$500 stipend in December (pending year-end budget outcomes)
Administrative Staff:

2.5% base increase from July 1, 2025 – June 30, 2026 and an additional 2.5% increase for the 2026–27 fiscal year
Health Insurance Holiday in December for all staff on the WCS insurance, providing a one-pay-period premium rebate.
The Board shared that they are incredibly grateful to be in a position to support WCS teachers through this contract. They acknowledged that many districts across the state are facing financial challenges and emphasized that it is truly a blessing for Warsaw Community Schools to offer meaningful raises.
School Calendar Review
Chief Accountability Officer Kyle Carter presented the final calendar for the 2026–27 school year and the draft calendar for 2027–28, developed by the WCS Calendar Committee.
Carter noted that the 2026–27 calendar remains unchanged from the previous draft. He emphasized the committee’s ongoing focus on designing calendars that are balanced, predictable and purposeful. “Every piece of the calendar is designed with student learning in mind,” Carter shared.
