January 6 Board Recap: January Organizational, Finance & Work Session Meetings

Today, our Board of School Trustees held the Organizational Meeting, Board of Finance Meeting and Board Work Session.
During the Organizational Meeting, board officers were selected for the 2026 calendar year:
• Heather Reichenbach will continue serving as Board President
• Matt Deuel was approved as the new Board Vice President
• Melissa Kissling was appointed as the new Board Secretary
The board also approved 2026 meeting times, confirmed administrative committees, signed conflict of interest forms and reaffirmed the School Board Code of Ethics.
Several key financial and administrative items were approved, including:
• Annual Investment Listing for 2025
• Resolution to authorize budget classification transfers
• Investment income report
• Reimbursement for January 2026 travel expenses
• Resolution for WCS’ 2026 Organizational Meeting
• 2025 appropriation transfers
The board also approved an increase to substitute teacher pay rates:
• $115 per day (days 1-15) for high school diploma
• $120 per day (days 1-15) for bachelor’s degree
• $125 per day (days 1-15) for certified teachers
Substitute teachers serving 16+ consecutive days will receive increased pay.
During the Board of Finance Meeting, Steven Boyer reviewed the State of School Finances, including fund balances over the last 10 years, trends in annual deficits and surpluses and revenue patterns. According to the Distressed Unit Appeal Board (DUAB), Warsaw Community Schools is in a healthy place financially.
During the Board Work Session, Steven Boyer, CFO, reviewed the personnel report and financial reports. The Regular Board Meeting will be held on January 19.
